How do you achieve victory against a foe who, buy his nature and methodology of warfare, achieves victory by simply not losing?

I do not have direct knowledge but I'd estimate 20-50 active cells right now in the U.S., and perhaps 10-20 in Canada.

They are ready, armed and waiting. And we are doing virtually nothing to stop them.

Conclusion: more mass terrorist "events" are inevitable; the question is not "if" but "when" and "what modality?"
