U.S. intelligence first identified a stream of tractor-trailer trucks moving from Iraq to Syria to Lebaon in January 2003. The significance of this sighting did not register on the CIA at the time. I find that hard to believe.I think we knew early on they were moving this stuff out.

If I was a battlefield commander, I would be pretty pleased to know that such stuff was being trucked at least a little to the outskirts of the theatre. And Saddam probably thought we wouldn't have the stones to go after it all in a country other than Iraq.
This last point may have been a wee miscalculation...
