Phone companies are notorious enemies of true capitalism. They want a free telecommunications market about as much as OPEC wants a free market in oil.
The problem with governemnt regulation is that the richest corporations always buy the most government for themselves.

I think more accurately all they want is a level playing field . . . government shouldn't favor one set of players over another. It should encumber all players to the smallest amount possible (or not at all). But if it decides to implent any tax/fees/regualtions, these should generally be implemented to all competitors, not letting certain ones off-the-hook.
