The product of a Catholic upbringing and the Vietnam War who served as straight man to California's "Governor Moonbeam" in the 1970s, he's long felt others were quick to blame him for what went wrong and slow to appreciate what he'd done right.

If he was a Captain in the 67/69 period, he was a lifer. I suspect he was an officer from 1967 to some time in 1969 and that his highest attained rank was Captain. That would mean he wasn't a lifer, just a draft-dodger!

O-3 in '67 would have had him commissioned around '62 or '63.

This article is sympathetic, almost an apologia for Davis -- positioning him as a victim of circumstances and partisanship.
But, even at that, he clearly comes across as a loser.
Note: not "tragic figure". Loser.

I really think it is unfair to call him a draft-dodger. That's a pretty loaded term. I don't know if the man saw combat or not, but draft-dodger is extreme.
This fellow is a bad governor, he's not the personification of all evil. Let's get a horizon line going here.
