If you worked in medicine longer, you would know that some drugs dilate the pupils and marijuana is one of them. That is why you will see pot smokers turning off lights and avoiding light rather than heading for it. Perhaps PCP and some other drugs cause people to "go toward the light", but you will find those are generally caused by hallucinogens.

No-one should drive under the influence of any substance legal or illegal I think that is a given.
