Obviously, they did. He is dead. Society administered punishment.

I also think the jail did not take action to protect him, but then again, those little boys had no protection when he raped them, either.

Two separate questions. When the state takes responsibility for someone, they must be held accountable for that responsibility. Mr. Geoghan was paying for his misdeeds. Tell me, who will pay for the malfeasance that led to his death? And why don't you care about prisoners ("because when I was imprisoned, you visited me"). Your thinking would make you a fine Nazi or Communist, since they feel the state can do what it wants even to kill someone whom they are to protect.
