Fruit in ground meat is not a new idea at all. This is an ancient American Indian practice to make traveling food for the warriors (as an addition to the more common and spartan traveling food of parched corn of later, less healthy cultures) as well as to preserve foods for the village later on.

It's called pemmican, and any berry in season- blueberries, service berries, blackberries, etc, is used with any critter that could be caught... most often deer or bison. the indian version uses pulverised dried meat, some rendered fat, and dried fruit, formed into cakes.

Acids in the fruit, of course, act as tenderizing agents...

Beats the usual additive in school beef, soy beans- which don't enhance the flavor and certainly do nasty things to texture.

In addition to Piasa's details, fruit goes into many Middle Eastern meat stews, to add flavour. Lamb with prunes is a traditional Morrocan dish, and Iranians add apricots and sometimes berries to many meat dishes.

Not that this has anything to do with this foolish proposal. It is not their meat patties (with or without a seasoning of fruit) that makes the kids fat. It is the chocolates and sweets they eat all the time between meals, and (as other posters say) the lack of exercise.

But as you noted it's the sickening concern for the children when they've just about (well maybe they've maxed out the list) screwed up everything possible they could "for" the children.
