On the part where the Cato Institute also savaged him (ballooning deficits), I do.

And don't blame those on the war- the war didn't cost $455 billion this year alone.

Those are Bush's fault.

I also don't like Bush for his praise of affirmative action, unwillingness to address illegal immigration, unwillingness to actually fight for his policies or nominees, his support for the assault weapons ban, and his enduring love of wasting taxpayer money by giving it to Africa or socializing medicine (prescription drugs, anyone?) and so forth.

Bush has done a whole slew of things that right-leaning people should be furious at him for.

Now you're being dishonest. His administration filed briefs in support of those who were fighting the affirmative action rules of Michigan. The President said, ""I strongly support diversity of all kinds, including racial diversity in higher education." Then he said, "But the method used by the University of Michigan to achieve this important goal is fundamentally flawed. At their core, the Michigan policies amount to a quota system that unfairly rewards or penalizes prospective students based solely on their race." So to say that he "praise[d]" affirmative action is flat out wrong.
