Was it propaganda when the Apollo 13 movie included a slam at the corporations that worked on the space program? It suggested that contractors cut corners to maximize profits. The head of NASA was present to oversee the filming (and provide his own account of what happened on the ground during that flight).
Ron Howard refused to back down on this point, not because he actually believed it but because he explained that Hollywood films have to have a villians. Corporations make a good villian even when they aren't at fault. That's not propaganda though. Nope. Nope.
