Because of the way Saddam allowed the production facilities of fall apart and the attacks by the still active Saddamites, it will take a long time to get production up to where it will have an impact.

Attacks by the still active Saddamites? I had no idea the oil fields were still under attack...

Iraq could pump more oil than the rest of the world and it wouldn't help if nobody can refine it.

The pipelines and pumping stations are. Can't move it, can't use it.
