Well, yes, in the event of an earthquake, other natural disaster or a terrorist attack as he said yesterday.
But, hey, he's a Republican who can win. And much as he's a liberal on social issues, that's the only type who could probably take California anyway.
Then why haven't the liberal Republicans we've been nominating in statewide campaigns been winning? Why are they losing worse than conservatives?
