Moore has a legal mandate to administer the judicial building.

He's administering a building, not a law. Executive branch officers administer laws in their day-to-day activities. Judicial officers administer laws only when they're adjudicating a case.

A public school principal justice of the Alabama Supreme Court has a legal mandate to provide a particular service decorate the courthouse, therefore he is administering a law insofar as he's providing that service decorating that courthouse.
