Yep read the article.... especially one with quotes and not the reports mistakes....
Schwarzenegger said, "We must have a constitutional spending cap and must immediately attack operating deficits head on. Does this mean we are going to make cuts, yes. That's what the article says, but it's not what Arnold said. He did NOT say that he wouldn't make cuts -- he said that he WOULD make cuts -- some of us here heard him say it. The reporter who wrote the article had it wrong.

The reporter said it in the article. But the actual quotes from the speech say otherwise.
Read the whole article, not just the beginning.
