Did a Republican* send a memo to every one of 67 counties - not based on Florida law - telling poll workers how to disqualify military ballots?

California has a lot of military bases; alot of deployed military personnel, too.

Someone out there needs to be watching what is being done/not done, to ensure every military person who wants to cast a vote will be able to, and that IT WILL COUNT.
