"Is there a difference between not raising taxes and having no new taxes?"

I pointed out that Bush41 said "No new taxes." I also pointed out that Bush41 signed a bill increasing an EXISTING tax. Everyone looked at me as if I'd suddenly become excessively flatulent. So I've stopped pointing that out. But Bush41 never approved any "new taxes."

Lawyerly, semantical justifications like that sell better with Clinton apologists than Republicans is my guess...
