It is very likely that he was hired because of his name recognition as a leader in the financial world. Its very likely that Buffett was not "vetted" for his views on all issues, and that his outburst about CA property taxes was an unforseen gaffe for the Schwarzenegger campaign.
That is why Schwarzenegger used today's speech to emphatically support Prop 13 and to say that CA is taxed too much.
Arnold has the name recognition but knows he needs heavyweight "experts" as advisors to get additional votes and to prove he's serious.
On the econ side, he's brought in Buffett and Schulz to head up an advisory panel. Buffett is revered among value investors for being a wise person. IN my opinion, he is is better suited to buying downtrodden companies and rehabilitating them than expressing his wrong-headed thoughts in the public finance world.
