I agree with this. I don't see it as an exhortation to "dress up" at all. The subject is people who deliberately dress down.
Clean, modest, and relatively somber is what's appropriate for church, regardless of income level. It is as inappropriate to show up in shorts and flip-flops as it is to decide that the congregation really needs to see all your diamond jewelry. Both are not-so-great attitudes to bring to church, IMO. The latter says "worldliness is important", the former says "nothing is important".

I was wondering why we had to explain it!
I do believe that if a man owns a suit, he shold be ashamed to NOT wear it on Sunday, and his wife should be dressed as nice, too.
It is the LACK of dressing up that shows where the people's heart is, the jeans, shorts, sandals, t-shirts with wild sayings on it...
