At it's very worst, this is designed to drive the US and the UN into closer cooperation with each other.

Very interesting observation. I'm certain that it will do this -- at least to the point of having our guys guard them.

But the idea of having the Iraqis lump us all together as a convenient "mass of infidels" for the salamikazes to attack....

Yep. Said this earlier. If the Iraqis did this, they were stupid. The UN was against any war in Iraq. But I don't think the Iraqis did this.
