At it's very worst, this is designed to drive the US and the UN into closer cooperation with each other. Very interesting observation. I'm certain that it will do this -- at least to the point of having our guys guard them.

Yep. Said this earlier. If the Iraqis did this, they were stupid. The UN was against any war in Iraq. But I don't think the Iraqis did this.
