The rules are (I think) that an unemployed H1B has 30 Days to find a job and new sponsorship, otherwise they must leave the country. The reality is that many are in fact unemployed for months at a time, these firms keep the "on the payroll" for no compensation until they find them another gig. They are in fact illegal indentured servants at that point.
The whole system needs to be scrapped and something new needs to take its place. There will always be a need for foreign augmentation of the workforce, but this legal slavery game needs to end. Big firms are now sponsor anymore H1Bs for fear of lawsuits, and the consulting firms that sponsor them are not even paying them half the time. This whole system will explode and the Willy Greens will be happy even if the outcome is ugly.
