THanks for your clarification. Regardless or whether you're right or wrong, the argument: "just enforce the existing laws" doesn't work because everybody goes 'ho-hum." We need a new document -- a hammer if you will to rally people to action.

Until there exists a will to enforce the law, all the new documents in the world are worthless. BTW, your argument is the same one the Gun-Control nuts use. Gotta be carefull with arguments that give politicians an excuse to pass more legislation. Sooner or later, they will bite you in the arse, even on issues that have your support. Remember Eisenhower's admonisment:

"A government big enough to give you everything you want, is big enough to take everything you have."
