Canadian Defense spokesman on now. Says hard to pinpoint the black out source, and there are "snowball effects" to consider. Might take a few days to solve.
Sounds reasonable. So why is Chretien in such a tizzy? Perhaps his family connections to Hydro Quebec and other energy companies part of the problem, and he's fronting for them? Chretien's energy connections make the Bush family's look like small potatoes.
