In Defoe's "Further Adventures of Robinson Crusoe" , published early in the 17th century, one can find a reference to female babies floating down the rivers of China. Another thought:

I can't help but think that the Chinese officials readily embraced the notion that babies could be killed in the name of saving China: they must have some collective guilt over the long-practiced cultural habit of offing their unwanted offspring.

This leads me to notice that it's not so different from the excuses used in Western countries...ours included...to assuage the guilt of our peculiar infanticidal habits. What, 30 to 40 million kids in 30 years?
