wholesale invasion of a country is not quite something to be dismissed as a misdemeanor.
Aside from that, I don't know that they advocate it, but they bandy it about too lightly. Even if it might turn out to be the only remaining option for preserving the union, it is something one should work strenuously to prevent becoming a necessity.
