Javier Solana, EU High Representative for CFSP, couched his condemnation of the two suicide attacks on Tuesday in Rosh Ha'ayin and Ariel, but did so in the context of provocations, presumably by Israel.
He said in a statement, "I would like to express my profound preoccupation at the latest violent events in the Middle East. I deeply regret that innocent civilians have become again targets and deplore the loss of lives.
"While condemning all such acts, I call upon all the parties to show restraint and abstain from provocation. Everybody should exert maximum influence on armed groups to stop all attacks that undermine the fragile peace process.
His statement seemed to suggest that the appropriate response to the attacks were more goodwill gestures from Israel.
"More than ever, positive signals are necessary to maintain calm and build confidence between the parties to allow for further steps in the implementation of the Quartet Road Map.
"All parties need to renew their commitment to the cease-fire ("Hudna") and to genuine political steps forward."
Britain condemned the attacks more firmly. Foreign Office Minister Denis MacShane said, "The suicide bombings this morning in Rosh Haayin and Ariel were appalling attacks on innocent lives. Our deep sympathies go out to those who were injured and the relatives of those who died. The British Government condemns terrorism in all its forms, and the perpetrators of these horrific attacks deserve the full condemnation of the international community.
"These attacks undermine the interests of the majority of Palestinians, who want an end to the violence and support the cease-fire."
Britain too stated that the appropriate response is to press on with the Quartet's 'road map'.
"The Israeli and Palestinian peoples have suffered too much for too long. We must not allow extremists to destroy their chance of a peaceful future. The only suitable response to the actions of the extremists is for both sides to press ahead with determination to implement the roadmap and end the bloodshed. To do otherwise would be handing victory to the terrorists."
The majority of them want the end of Israel and support terrorism.

After 9/11 was the only thing we did to Al Queda was condemn them? Or did we go after them?
The only way this stops is if people start calling things the way they are. Condemning the attackes but blaming them on Israel is not really condemning the attacks. It is justifying them. (I'm quite tired of these freaks continuing to ENCOURAGE the cult of death.)
