Part of the situation, I understand, was that the Viet Cong used civilians as human shields, many against their will. And these aggregate movements were sometimes napalmed. I wonder if similar situations were encountered in Iraq.

It was employed notoriously against both civilian and military targets in the Vietnam war. I am surprised it was 50 posts into this thread that someone called notice to that line. Say what you will about Viet Nam- but civilians were never "targeted" in Viet Nam with any weapon much less napalm. In fact- US pilots often exposed themselves to danger in order to avoid causing civilian casualites.
