They derive their authority from the same source as commissioned officers but remain specialists, in contrast to commissioned officers, who are generalists.
CW2 and up are commissioned. Cadets are not.

All Naval Academy students, men and women, are called midshipmen, which is a rank between chief warrant officer and ensign in the Navy.
