I've heard there's no love lost between Joe Davis and Bustamante. I wouldn't put something like you suggest past Davis.

More Davis shenanigans will be seen as just another nail in his political coffin.

As far as I know, no one has to step down from any office to add their name to the ballot. Even if Bustamente adds his name, he's still Lt. Governor if he loses.
