Which is why the county has chosen a place for them to be, that way it will not be loitering anymore.

That may be true for Arlington County, which was the focus of the posted article, but I was focusing more on Herndon, where I live. It is still a hotly contested issue here and elsewhere in Northern virginia, and as far as I know, Fairfax County has not become involved in the problem. However, it has made its way into the local newspaper and I guess it won't be long until the county becomes involved. It sounds like you must come from Northern Virginia, since you know so much about our area.
