It would seem to me it's been negotiated, and tragically so...so how do you propose correcting that situation, if not incrementally?It can "seem" to you all you want. The fact is that this limp-wristed legislation has been watered down at a time that leadership would count. With a bully pulpit, a winning war, a majority in Congress, and many other reasons to dominate when do you expect a party to lead?
