This clearly isn't true. Athiests believe that there is no compelling evidence of God. That is a belief. You may agree or disagree with it, but to not call it a belief is nonsensical.

This isn't true either. Agnostics believe in the POSSIBILITY of a higher being of sorts. More specifically, they believe that man can never know for sure whether or not there is a God, so they consider the question moot. My understanding is that unless one affirms a belief in God (which neither athiests nor agnostics do), they aren't allowed in the Scouts.
