Have not seen the issue but after reading the thread, you and others state it is a dream of Superman's. I wonder if the writer was trying to imply that Superman thinks that Batman is really out of control?

I think it's more likely that the writer wanted to get in his cheap shot on Bush, but wasn't willing to go far enough to have it impact continuity, so he used a cop-out ending by making it a dream.
