No, I don't think that people like Carson or the hard-core environmentalist types are "blatant" racists...they would pop veins and clutch at their chests if so accused. But, as you alluded, the results of her and the environmental left's movement is racist...as Sowell mentioned in his article from the late 80's, there are almost zero black activists in the environmental movement and blacks make up a very small percentage of the outdoor-worshiping, suburban yuppies that benefit from invironmental activisim.
I suspect that if malaria is discovered in suburban white Connecticut, the response will be vastly different from the response in Africa. If malaria starts making a significant return to the USA, I'll bet the ban on DDT is at least temorarily lifted.
As long as malaria is primarily a third-world problem, the attitude remains, "who cares?"
