Mofaz, Dahlan to meet to discuss handing over two more Palestinian cities

Defense Minister Shaul Mofaz is scheduled to meet Wednesday with Palestinian Minister for State Security Mohammad Dahlan to discuss the handing over to the Palestinian Authority security responsibility for two additional Palestinian cities, Israel Radio reported.
The two cities are presumed to be Jericho and Qalqilya.

I thought the ending of terrorism in areas already given to the PA "security" had to happen before more cities were to be handed over...

Don't know about Qalqilya but Jericho was a safe and friendly town when I was there.
Very unlike all the other PA towns I visited.
Nazereth and Bethleham really wanted you to spend money and then GET OUT.
