Good. Put Sheila, Jackson, and Lee ALL on the list of names. J and L would be later in the season and the S would be unlikely but go ahead and put them all there.
Just be careful if any of them strike to stay out of Sheila Jackson Lee's way. You wouldn't want to be caught between her and a camera....

Hurricanes should be identified numerically and by category.For example Hurricane 3-1. The 1st Cat3 hurricane of the season.
IIRC, hurricanes change category many times before hitting land. Therefore, your system will make matters really confusing.
On the other hand, the alphabetical order of names provide a timeline for the hurricane season.
This article illustrates the idiocy of political correctness to the point that I have no idea what the best solution would be to create a fool-proof naming system.
