Every school in the nation goes out of its way to qualify (recruit) students for free lunches. That way get more federal funds for being a school that services the poor.

Oh don't I know it! As a public school teacher it gripes my @#$ to see parents drive up to school in their $45,000 SUV's to pick their children up - who eat BREAKFAST and LUNCH on us. These kids have more expensive clothes than the teachers do. P.S. it's not a free lunch - we pay for it.
