I don't understand why the Navy didn't just exercise eminent domain, condemn the rest of the little island, pay off the people, kick 'em off, and make the whole island a navy base/firing range

I don't understand why the Navy didn't just exercise eminent domain, condemn the rest of the little island, pay off the people, kick 'em off, and make the whole island a navy base/firing rangeThat "little island" ain't so little, and there's been some recent moves towards building a resort complex. Eminent domain has to pay markey prices.
The Navy does NOT have enough money to buy an entire island unless they drop other, more necessary, expenditures.

"I don't understand why the Navy didn't just exercise eminent domain, condemn the rest of the little island, pay off the people, kick 'em off, and make the whole island a navy base/firing range." They tried that about 6 decades ago and our pandering politicians caved in to the Puerto Rican protesters at that time, too.
