In order to assist the reestablishment of the security apparatus of the Palestinian Authority, the Government of Japan decided to provide US$300,000.00 worth of radio communication equipment and technical assistance to the Palestinian Authority for the setup of a wireless communication system.

Great. Now the terrorists will have a better way of communicating with each other when commencing terrorist attacks. They will be able to better coordinate on attacks, and also be able to warn each other during IDF counter-terror operations.

The IDF can jam those radio transmissions as easily as they please, so I would think that it does not pose a real threat to Israel and its citizens or soldiers. However, the PA 'security' apperatus would indeed be better equipped to fight Hamas, Islamic jihad, etc. (If they are at all inclined to do so... And, unfortunatly, we both know that they aren't.)
