Whatever happened with their proposed mission? I remember hearing about it back in 1999, and was supposed to be launched only a few years after that.

Whatever happened with their proposed mission? Back burner, no doubt. They won't talk about getting licenses and permits, nor about the 1967 UN Outer Space Treaty. Claim it won't affect them. It will, though.
