It started with an e-mail message last week to this column from a reader, asking whether strict interpretation of the state constitution would automatically make Lt. Gov. Cruz Bustamante the governor should Gov. Gray Davis be recalled.
"I am mystified by the governor recall election talk," the reader wrote. "If I understand the California Constitution, if Gray Davis resigns, dies in office, goes into a coma or is impeached and removed, Lt. Gov. Cruz Bustamante will become governor for the remainder of the term. So why not the same outcome if Gray Davis is recalled?"

I think that he was just afraid of the total chaos that would have broken out if he had tried, and the obvious chance that the SCOTUS would be called in to decide.
Given the rate at which this SCOTUS has intervened in State Rights -- to the detriment of the State or States in question, that was probably a valid consideration.

Alternatively, he might of been afraid of what would happen if he ended up winning....Remember perhaps the greatest political quip of all time...when William F Buckley Jr announced that he was running for mayor of NYC againsat John V. Lindsay, he was asked at his press conference what was the firts thing he would do if he won...."Demand a recount!!" Buckley replied..

Good point. Whoever does take over from Davis (providing California does kick him out) is going to have a major-league mess to unravel and is going to have to make a lot of enemies to get anything done.
No way I would take the job.
