"Phase II" of the Road Map plan, which is defined as ending in December 2003, includes "creation of an independent Palestinian state with provisional borders".

Looks like an abomination of desolation, just in time for Chanukah.

Phase II: Transition -- June 2003-December 2003

In the second phase, efforts are focused on the option of creating an independent Palestinian state with provisional borders and attributes of sovereignty, based on the new constitution, as a way station to a permanent status settlement. As has been noted, this goal can be achieved when the Palestinian people have a leadership acting decisively against terror, willing and able to build a practicing democracy based on tolerance and liberty. With such a leadership, reformed civil institutions and security structures, the Palestinians will have the active support of the Quartet and the broader international community in establishing an independent, viable, state.

Progress into Phase II will be based upon the consensus judgment of the Quartet of whether conditions are appropriate to proceed, taking into account performance of both parties. Furthering and sustaining efforts to normalize Palestinian lives and build Palestinian institutions, Phase II starts after Palestinian elections and ends with possible creation of an independent Palestinian state with provisional borders in 2003. Its primary goals are continued comprehensive security performance and effective security cooperation, continued normalization of Palestinian life and institution-building, further building on and sustaining of the goals outlined in Phase I, ratification of a democratic Palestinian constitution, formal establishment of office of prime minister, consolidation of political reform, and the creation of a Palestinian state with provisional borders.

+International Conference: Convened by the Quartet, in consultation with the parties, immediately after the successful conclusion of Palestinian elections, to support Palestinian economic recovery and launch a process, leading to establishment of an independent Palestinian state with provisional borders.

-Such a meeting would be inclusive, based on the goal of a comprehensive Middle East peace (including between Israel and Syria, and Israel and Lebanon), and based on the principles described in the preamble to this document.

-Arab states restore pre-intifada links to Israel (trade offices, etc.).

-Revival of multilateral engagement on issues including regional water resources, environment, economic development, refugees, and arms control issues.

+New constitution for democratic, independent Palestinian state is finalized and approved by appropriate Palestinian institutions. Further elections, if required, should follow approval of the new constitution.

+Empowered reform cabinet with office of prime minister formally established, consistent with draft constitution.

+Continued comprehensive security performance, including effective security cooperation on the bases laid out in Phase I.

+Creation of an independent Palestinian state with provisional borders through a process of Israeli-Palestinian engagement, launched by the international conference. As part of this process, implementation of prior agreements, to enhance maximum territorial contiguity, including further action on settlements in conjunction with establishment of a Palestinian state with provisional borders.

+Enhanced international role in monitoring transition, with the active, sustained, and operational support of the Quartet.

+Quartet members promote international recognition of Palestinian state, including possible UN membership.

Selected Jordanian policies, in the context of the Camp David proposal that some of the refugees living in camps in Jordan, Syria, and Lebanon be resettled in those countries. Their position, even at that lated date, is that the refugees must be resettled in Israel proper. Note Jordan won’t resettle them, but they want compensation too.

US President Bill Clinton has proposed to the Palestinians and Israelis a bundle of proposals which includes shared sovereignty over East Jerusalem, the refusal of the return of millions of Palestinian refugees to their homeland and the rehabilitation of these refugees in Jordan, Syria, Lebanon and other countries….

“The memo stressed that Jordan will reject any solution that will not take into consideration its national rights, and the rights of the refugees,”….

Hiyari said Jordan considers Palestinians who fled here in 1948, as a result of the Arab-Israeli war, as Jordanian citizens “with full rights”…

“The premier told us that Jordan is against settling Palestinian refugees in Jordan and insists on their right to return [to British-mandate Palestine] and their right to compensation,” Deputy Salameh Hiyari said. ….

Officials say the government will insist on the return of displaced Palestinians — those who left their homes in the West Bank after the Kingdom lost the area to Israel in the 1967 war. ….

The premier also emphasised Jordan's right to be compensated for the “hardships and difficulties” it suffered as a result of hosting refugees. ….

Dang it! I hate it when that happens.

My observation about Clinton_was_impeached earlier post (which I can't reference now!) was he is for the roadmap if it will bring peace but understood once there is a Palestinian State and they screw up again, Israel would be justified in taking it out!

But he was so busy being defensive about his loyalties he barely got out that he was Pro-Israel and probably didn't absorb the debate. He just couldn't get his head around the fact that the Palestinians could only blame themselves.

I think he could have come around or at least left here with more to ponder.

It doesn't tell me much. At the time I thought you might have "guessed" he was a returned banned poster. Did you know for sure?

Please understand, I get it that responding to trolls becomes tedious and frustrating. Lately, so many threads are stopped cold, just as a good debate starts, and I'm not sure they are all trolls. Looks like maybe I am just being naive.

When the borders are completed, and the state is a reality, then the terrorism that will continue is a clear act of war.

Instead of "occupied peoples" they are then just enemies of war.

My guess is that the first terrorist act against the nation of Israel by the Islamic Nation of Palestine will happen within 72 hours.

I bet there has not been 24 hours without a terrorist attack in the last three years, all the while various politicians have announced one peace victory after another.
