If the democrats can make an issue out of those 16 words in the State of the Union speech, they can make an issue out of a statement attacking O'Connor's decision. This is politics, not the debating society.
O'Connor will never be a rallying point for anyone, nor the topic of a Democratic political ad. Anger at her is a much better issue with no negative political consequences, and it would resonate with people, because most people are against racial preferences and sodomy.
Bush doesn't even have to single her out personally--just criticize the court's decisions as "contrary to common sense," "destructive of government by the people" and "contrary to self-rule."
