Kistler was one of the contractors on NASA's Space Launch Inititive Program (SLIP) Assured Access contract. It was put on hold when the rest of SLIP lived up to its acronym. Apparently Rep. Rohrbacher has been pressing to get the Assured Access part restarted, presumably to give an alternative to the Russian Progress cargo vehicle.
