I am sort of unclear about this. The closest A and C stations would either be the Chambers Street or the Fulton Street station and both of which are some distance away from City Hall. The N/R or the 6 station is the closest. Why are they looking at the A/C Hight St Station?

Take 4/5 from right underneath the municipal building one stop south - Fulton. Transfer to A/C - Brooklyn. "Sighting" reported at High Street station in Brooklyn.
