Back to Basics does a good job of reporting on this. Virtually all opposition to those bills was from Democrats.
More Republicans voted for them than Democrats. And that was the BEST the Democratic party ever did on the issue. Prior to the 60s it was rabidly racist and anti-Black, this is common knowledge.

With regard to the Judical branch Civil Rights was even more the work of Republican appointees. It is hard to think of any Democratic nominees prior to Whizzer White who wasn't racist, maybe Douglas but I am not sure.

I do not consider any of the Democrat presidents after Wilson to be racist.

Curious. Not even FDR, who singlehandedly authorized the Japanese internment policy and appointed a known klansman to the supreme court? Not even LBJ, who regularly used the n-word as a part of his habitually crude conversational language?
