That's only $2,367 for every man, woman, and illegal alien in the state. So, pass a law requiring everyone to send in a check for that amount to Governor Davis, and there's no problem.

The extra spending next year will go toward paying for state-subsidized health care for the poor and an expected enrollment increase in public schools. IOW more illegals.
