Now THERE I disagree, or, at least, I don't think your generalization is always true.
It's not necessarily that cartoon the cartoon "needs an explanation," rather, it could be that it makes you "think it through," and that's a good thing.

You can't "think it through" unless you already possess the information necessary to think it through. And, as has been pointed out, half the audience didn't live through that time and they're not going to see it as a twist on a famous photo. Or as a slam on the character-assassination of our Pesident by the left (which it is).
I'm 45 and I barely remember that picture myself.

My first impression is that this is a pro-Bush cartoon, depicting him being unfairly attacked by 'politics'.
After thinking it through, I am sure of it.

Picture this cartoon in Iraq, Afghanistan, N. Korea for example. If they can't read English, they won't appreciate the meaning and take it out on our troops. What makes us think that only the US will see this cartoon?
There are better ways to express sympathy for the President than using a violent image. The word "politics" is noticed upon close inspection for only those who can read English.
