BICE ??? Why is it that I have never heard of this organization?

As of March 1, 2003 the former Immigration & Naturalizaiton Service was shifted from the Justice Department to Homeland Security and broken up into three bureaus. The Bureau of Immigration and Customs Enforcement ("BICE") is the agency charged with rounding up illegals, etc.

I suspected that it had to do with homeland security. However, I wasn't aware that the INS had been divided.
