Unfortunately, 2 1/2 years in, it's GWBs responsibility, he has to fix it. I respectfully disagree. The President delegates these personnel decisions (who to send) to the heads of agencies. What the President DOES need to do is find out Tenet's real agenda in these continuing CIA embarassments and failures that cost American lives and its credibility.

That's probably a better way of putting it. He has to find out the source of these failures, and eliminate them. If he does he's fixed it, but we can't blame it on Clinton holdovers anymore.
