Just to expand on this concept, wasn't it Napoleon that said, "The mental is to the physical as three is to one."?

We already have the physical- leaky border fences, US Border Patrol, and people like Glenn Spencer's group.

What if a concerted psychological campaign were to be initiated- playing on the same superstitions that keep people indoors at night for fear of the Chupacabra?

Are you a hunter? If you take a large animal like a deer, bleed out the carcass and collect the blood. Arrange some articles typical to illegal border crossings on a well selected arroyo right at last light. Torn shirts, full water jugs and whatever items that border jumpers carry, but would NEVER just leave behind. Leave a flashlight ON in the middle of it, lying on the ground. Do the Sam Peckinpaugh thing with the deer blood.

The force multiplier here is the stories that would be circulated, embellished and added to, over time. Those stories would make their way back across the border and perhaps influence those who would follow.
