Keep the percentage of female athletes more or less the same as the percentage of female students This is ok as long as it exempts football. Now, you have 100 guys on the football team and then you have to find a 100 girls to play some sport, any sport, maybe even sausage races. The alternative to have 100 girls in sausage races is to cut 100 men out of non revenue sports like golf, wrestling, etc.

Another bad decision.
The victim here is 'smaller' men's sports. Instead of expanding women's sports, they cut sports like wrestling, crew, rowing, and track.
If football was exempted, I'd have less of a problem.
